The Kyiv-Sviatoshyn District Court has lifted all restrictions blocking the construction of the Inzhur Energy power plant in Sofiivska Borshchahivka. This paves the way for completing a strategic 34 MW energy project.

Key Court Decisions

On October 2, 2025, the court overturned the construction ban previously imposed by the Kyiv Court of Appeal. The decision was based on:

  • an inspection report by the State Inspectorate for Architecture and Urban Development (DIAM), which found no violations at the site;
  • a conclusion by the State Emergency Service (SES) confirming that the plant is not classified as a high-risk facility;
  • closure of a criminal case due to lack of evidence of an offense;
  • findings by a certified geodesist confirming compliance with building standards regarding distances from residential areas;
  • a scientific assessment by the Marzeiev State Institute, recommending that authorities allow construction and operation of the plant;
  • an environmental impact assessment (EIA) disproving claims of excessive harmful emissions.

On October 1, the court also lifted all other restrictions related to the criminal case, including the land plot seizure and registration bans.

  • Inzhur Energy is building a 34 MW power plant under the presidential small-scale generation program.
